Federal Proposal Management
For businesses that can do the work and need a proposal that proves it. We can run the whole response, from the bid decision to a compliant submission, or step in mid-stream, get up to speed fast and fill the gaps.
Strong Businesses Lose on Weak Proposals
Plenty of small businesses have the skills to deliver a federal contract and still lose, or get thrown out, because the proposal missed an instruction, buried the strongest point, or went in late. Federal proposals are won on compliance, clarity and discipline. That’s what we bring.
End-to-End Proposal Support
Before you write
Opportunity assessment, a clear bid or no-bid decision, and a win strategy built around what the evaluators will score.
While you write
A compliance matrix, a realistic schedule, content development with your subject experts, and graphics that make your case easy to follow.
Before you submit
Structured reviews, quality checks against every requirement, and production of the final package.
After you win
A clean handover to the people who will deliver the contract.
Industries we’ve supported: life sciences, information technology, architecture, engineering and construction (AEC), education and training, workforce development, and professional services.

A Process Built on Proven Standards
- Structured, not improvised. Our process is built on APMP and Shipley practices, scaled to fit a small team and a tight deadline.
- AI where it helps, people where it matters. We use AI to speed up research, compliance checks and consistency. A person reviews everything.
- Fast when it has to be. Short-turnaround responses get the same compliance checks, on a compressed schedule.
- You keep what we build. Templates, reusable content and lessons learned stay with you, so the next proposal starts further along.

Common Questions
Non-compliance with solicitation requirements tops the list, followed by missing deadlines, inadequate past performance documentation, and failure to address evaluation criteria. Always use a compliance matrix and have multiple people review proposals before submission.
Past performance is crucial but doesn’t have to be federal. Agencies accept relevant commercial experience, especially for newer contractors. Focus on documenting successful projects that demonstrate similar scope, complexity, and deliverables. Subcontracting relationships can also help build federal-specific past performance.
